Some links to plugins under a subdirectory installation may lead to 404

          Description

          The CMS produces a bad link to plugins under certain circumstances.

          For example, one user reports that with Blesta installed in a sub directory (/clients/), the link for the Order plugin becomes: /clients/client/order/main/index/label/

          Instead, it should be /clients/order/main/index/label

          Other plugins (Support Manager, and Downloads) may also have incorrect URIs.

            It appears the CMS plugin sets the URLs properly. However, some redirects, as shown with the Order plugin, end in a 404. This was caused by base_url.
