Add staff group option to restrict logins to specific IP addresses

          Description

          Add the ability to specify a list of IP addresses members of a staff group must originate from. Don't allow logins from other IPs if it's set up, and consider blocking authenticated requests if they originate from an unlisted IP.

          This is useful for restricting access for remote support members to known IPs, or private company VPN and is a good additional security measure for other admins as well.
