Order: When checking out with zero due, skip payment and show order confirmation

          Description

          Currently, if you check out while ordering a free product, it requests payment with the gateway. (At least it does with PayPal) If the total due for an order is zero, then it should skip the payment step and go directly to the order confirmation when checking out.
