Allow non-merchant gateways to lookup client from email address

          Description

          Non-merchant gateways may only know the email address for a client, and not the client ID. This is the case with PayPal Subscriptions when migrating from other systems.

          In order to keep those subscriptions functioning correctly, PayPal must be able to determine the client ID from the email address.

          So all non-merchant gateways should be able to lookup a client from their email address.
