SolusVM: Disallow removing IPs using the extra IPs option

          Description

          CORE-1474 added better handling for IP addresses, which allowed the ability to remove individual IPs. However, if the config option for extra IPs is decreased, it has no affect on the actual extra IPs for the service. In this case, an error should be generated describing that an IP cannot be removed in that fashion.

          Error message: "The number of extra IPs may not be decreased without specifying each IP to remove."
