Order: Disable use of payment accounts when batch processing is enabled

          Description

          When a private key passphrase is set, existing payment accounts cannot be processed unless the passphrase is given, which only occurs during batch processing by admins.

          Existing payment accounts should be removed as a payment method if a passphrase is set.
