Description
The affiliate system needs to be setup in the order plugin, meaning new navigation items, database tables, emails, and cron tasks must be created.
Activity
There needs to be another task (not yet created) to allow for things to be deactivated, like navigation links. Right now there's no way for a plugin to do such a thing.

I didn't see it mentioned in this task or any of these sub-tasks, but the Affiliate system should be able to be activated or de-activated, and it should be de-activated by default. If it's not active, then the navigation links should not appear, at least not for clients, and the automation tasks should not run, perhaps they are just disabled.
