SolusVM: Use suspend option via API when suspending services

      Description

      Apparently the "Suspend" icon when managing a VPS in SolusVM shuts down the VPS and prevents the owned of the VPS from starting it up if they have direct access to SolusVM. Currently, Blesta just shuts down the VPS and doesn't let the client start it up – but if they have SolusVM access, the client can get around this.

      We need to update the module so that it uses this suspend feature instead.
