Client Registration order type ignores require TOS option

          Description

          When checked, the "Require Agreement to Terms of Service" option for the client registration order template does not appear on the order form during checkout and is not enforced.

            The client registration never reaches the checkout step, which is the payment request step and the step that requests TOS. This is why TOS does not appear for registration.

            Adding this in requires requesting TOS on the signup page. The issue at hand, however, is that during the normal course of order a customer is required to either log in or signup. So it would be redundant to display TOS on the signup AND checkout pages, just to ensure that they appear on the client registration order type.

            We'd have to add something for the order types to configure whether or not TOS should appear and on which steps.
