          Include latest version of Maxmind GeoIP vendor code: https://github.com/maxmind/geoip-api-php/releases.

          Reason: Current code base is outdated and uses deprecated functions such as ereg.

            Release 1.14 (https://github.com/maxmind/geoip-api-php/releases/tag/v1.14) does not appear to require mbstring extension. Also removes deprecated ereg.
