Support Manager: Add 'System' as possible reply value

      Description

      The Support Manager is making more use of the staff_id 0, representing a system reply. Let's update the "reply_by" field used throughout the system to contain the value "system", in addition to "client", "staff", and "email" that already exist.

      This will let us reference a system reply easier than having to check both the staff_id = 0 and reply_by = staff, as well as simply the name output in the interface.

        Jonathan, can you update the docs to describe the new 'system' reply_by/last_reply_by values and indicate the version (v2.13.0) that they were added in?
