Order Plugin: Payments by non-merchant gateway does not delay properly

          Description

          When checking out on the order form using a Wizard template, the last step for accepting payment attempts to reference the /templates/wizard/javascript/checkout_complete.js file, which does not exist. That file exists only for the Ajax templates.

          Also, there is no delay between getting to that checkout page, and automatically being forwarded off-site. However, it is supposed to be 10 seconds.
