Plesk: Validating plans always fetches from the module group

          Description

          When Plesk validates a plan against the plans set on a module row, it first fetches the associated module row by server, or server group. However, it appears that the module row is always fetched by server group. The module row should be considered as well.

          Also appears to affect webspace validation.
