Add the "Refunded" status to Billing Transactions

          Description

          Add the transaction status "Refunded" to Billing > Transactions. It was apparently added, and removed prior to the release of 3.0, but I'm not sure why it was removed.

            The language definition already exists for this (prior to the link being removed). The "Reconciled" language definition exists as well, which should be removed.
