Upgrade/downgrade of package/term always uses the module and validates service fields

          Description

          When editing a service, submitting the form for Upgrade/Downgrade may cause an error regarding missing service fields because the module::editService method is always called (whether use module is checked or not), and performs field validation.

          This occurs both in the admin interface and client interface for changing term or package.
