Module updates can trigger proration

          Description

          When a module is updated, which includes module fields as well as config options for that module, Services::proratePackageUpgrade() should detect config option changes as prorate accordingly.

            May not be necessary. Will have to revisit once CORE-1447 goes through use testing to see if this is still required.
