Description
When activating a pending service, the Use Module checkbox is disabled. This was done in CORE-1370, but it looks like it should affect In Review services rather than Pending services.
Because of this, attempting to activate a pending service as an admin will not use the module.
In the case of Logicboxes, the service could never be added because it attempts to fetch an Order ID for a domain that does not exist.

Description |
When transferring a domain with Logicboxes, when not checking to use the module, the module still makes an API call to fetch the Order ID, presumed to exist. Since it is a transfer, this would not be available.
The module should be updated to not attempt to fetch an Order ID for transfers when Use Module is not checked. |
