Maintenance Mode notice does not appear on client profile pages

          Description

          When maintenance mode is enabled, the top of the admin interface contains a yellow bar to notify admins that it is enabled. However, when viewing client profile pages, a client's payment accounts, mail log, etc., the bar at the top of the page doesn't exist.

            Maintenance mode is set to the structure in post action, which occurs after the client views have been rendered, so it is not set. We may want to consider moving this in the future, but I'll mark this task as Won't Fix for now.
