Maintenance Mode notice does not appear on client profile pages

          Description

          When maintenance mode is enabled, the top of the admin interface contains a yellow bar to notify admins that it is enabled. However, when viewing client profile pages, a client's payment accounts, mail log, etc., the bar at the top of the page doesn't exist.
