Saving existing package options dereferences them from existing services

      Description

      There appears to be an issue with editing package options where editing a package option (even if no values are changed), and saving the package option causes the pricing information to be deleted and re-added.

      However, because saving the option deletes the current pricing information, existing service configurable options that reference that pricing information are not updated to the new pricing information afterward.

      We should check to see if it is possible to update package option pricing information rather than deleting and re-adding it.

        This has been updated to allow edits to existing package option values and their pricings.

        However, as noted, deleting a value (and thus its pricing) or just a value's pricing will permanently remove that pricing. Any service config options that clients are already using, which reference that pricing information, will still be dereferenced.
