Disable client access to module management tabs for suspended services

          Description

          Clients can manage suspended services where they can see the Information tab, and any module rendered management tabs.

          For example, managing a service using the cPanel module that is suspended will show:

          • Information
          • Actions
          • Statistics
          • Return to Dashboard

          The module renders the Actions, and Statistics tabs. These should not appear for suspended services. Only the Information, Return to Dashboard, and any future "default" tabs should appear when a client manages a suspended service.
