PayPal: Subscription-based payments should not be available for one-time service periods

          Description

          When ordering a one-time service through the order form, making a payment with PayPal Payments Standard can show the Subscription button for subscribing payments.

          However, one-time payments don't recur, and even PayPal will display such an error when attempting to subscribe to pay a one-time service.
