Multicraft: Improve service creation to limit API calls

          Description

          When a server is created, additional server options and config options are added in additional API calls, sometimes being called multiple times.

          While not generally problematic, it would be best if the proper values are determined before they are set, so that each of the necessary API calls is called once. This may also resolve an issue where server ports are skipped (see CORE-1602).
