Allow package option type to be changed to quantity/checkbox

      Description

      The package option type for "Checkbox" and "Quantity" can only have 1 option value set. The others (Radio/Drop-Down) may have more.

      When updating a package option whose type is "Radio" or "Drop-Down", to change the type to "Checkbox" or "Quantity", it is possible that you can have more than 1 option value set still. Attempting to save with multiple option values set results in an error, as expected.

      However, if you remove all but one option value, you still encounter the error because the system includes the 1 current value as well as values of the other options that are being removed.

      In other words, in order to change a package option type from "Radio" or "Drop-Down" to "Checkbox" or "Quantity" you must first delete all but one of the option values. Then you must edit the package option again to change the Type.

      It would be ideal if the deleted option values could be removed at the same time that the only remaining one is saved.
