SolusVM: Update templates to only rebuild from the reinstall action

          Description

          When managing a service that has the VPS template field available for edit, changing the template will delete and rebuild the VPS. Rebuilding the VPS should be limited to only occurring from the Reinstall action. Managing the service to edit that field should have no effect on the VPS itself.
