Queued service upgrades are not filtered by company when run via cron

          Description

          CORE-1634 added support for queuing service upgrades, including the creation of a new cron task. This cron task processes all queued service changes when it is run, including those from a separate company. Only the queued service changes for the company the cron is currently running for should be processed.
