Ensure coupon is valid and usable when set via admin UI

          Description

          Currently if a staff members enters a coupon when managing a service no error will be shown if the coupon can not be applied. Instead nothing will happen and the coupon will not work.

          Instead, we should display an error if the coupon can not be applied.
