Upgrading service does not maintain existing options

          Description

          This issue applies if the following criteria are met:

          1. A client upgrades a service's package/term
          2. The service has existing config options which also apply to the new package/term
          3. The config options are set to not be editable or addable by the client

          Then, the affected config options are removed from the service rather than being maintained on upgrade.

          The solution is to maintain the existing config options iff:

          1. The existing option is also available to the new package in the selected term/period/currency
          2. The existing option value is available to the new package in the selected term/period/currency
