Increase modal title sizes

          Description

          Modal titles in the admin UI are tiny (10.5px). These should be increased to 14px.

          For an example, look at the modal shown when adding a calendar event.

              I'm not sure this task is necessary any longer. The modal heading font sizes are 12px now in both the admin UI and the calendar.
