Order: Addition of IP Address only set on upgrade

          Description

          The Orders plugin needs to be updated to fix an issue created in CORE-1965.

          The upgrade to v2.10.0 adds an 'ip_address' field to the `orders` table, but it does not add this field on install.

          That field should be added on install as well.
