Description
When staff create new services under a client profile page, the default status when adding new services is "Active". This causes the service to be provisioned immediately, even if an invoice is generated and remains unpaid.
Instead, the default status should be updated to "Pending", and if an admin wants the service to be activated immediately they can change the status to "Active" before submitting the form. It's better if someone accidentally creates the service as "Pending" than "Active", because it can always be activated later (By client payment, or manually by staff if that was their original intent).
