Update installer to check value of mysql config settings

          Description

          Sometimes users report issues where installing Blesta fails. This can be due to low packet sizes and low wait times configured for the MySQL server.

          See https://docs.blesta.com/display/user/Installing+Blesta#InstallingBlesta-CommonInstallationIssues related to "wait_timeout" and "max_allowed_packet".

          We should see if we can check these values on installation and note them to the user by telling them if the values may be too low, and if in an error is encountered during install, try to update those values before attempting to reinstall.
