      Description

      The HTML tag, <html>, includes a "dir" attribute, but not a "lang" attribute. A "lang" attribute should be added that includes the language of the document. Similarly, a "xml:lang" attribute should be included. See https://www.w3.org/International/questions/qa-html-language-declarations
