Upgrade jQuery

          Description

          jQuery is currently on major version 3, but Blesta uses v2.0.3 in the client UI and v1.8.1 in the admin UI.

          We should resolve any backward-compatibility and dependency issues and move to v3+

          Might want to use the jquery migrator as well

              There are some vulnerabilities in the older versions of jQuery. Nothing that impacts Blesta, however it may come up in PCI scans.
