Update module instances to set the base_uri

          Description

          When a module is loaded/initialized, sometimes the Module::base_uri property is not set. It should be set so long as there is a base_uri to set.

          1. Update all locations where the module is loaded (e.g. ModuleManager::initModule or Modules::create) to set the module's base_uri property.
