Description
Allow cPanel account limits for reseller accounts.
Add a Package option when creating a cPanel reseller account that allows a limit to be set for the total number of cPanel accounts the reseller can create. If no value is set, then it can be unlimited.
When the reseller account is provisioned through the WHM/cPanel server, the account limit should be set at that time.
If a reseller upgrades their plan, then the account limit should be modified to the new plan.

- enforce the maximum account limit when a reseller is created through this service
- also update the maximum account limit when a reseller upgrades/downgrades to another service with a different limit
