Description
Add an option to delete cancelled services as an admin, similar to the option to delete pending services we did in CORE-489
We would add an "Options" column for Canceled Services under Billing > Services, and under a client's profile page. The Options column would contain a "Delete" link. Clicking "Delete" will pop up a modal confirmation, just like deleting a service that is "In Review" or "Pending".
There may be some cases where we do not want to delete a service. Cancelled parent services should not have active child services, but if for some reason it does we may not want to allow it to be deleted.
