Description
Currently we support multi-language titles for knowledge base articles, but no for categories. This can function pretty much the same as the article page.
A new database table should be added for support_kb_category_content
A migration should be added to move current titles and description from support_kb_categories to the new table
"Parent Category" and "Accessibility" should be moved below name and description (these will not be tabbed by language like name and description will be)
