          Description

          When users have mbstring.func_overload enabled in their php.ini, it overloads functions with multi-byte equivalents and breaks encryption and licensing encryption. If possible, we should check for this as a system requirement in the installer, and in the system status widget. So, this may require 2 sub-tasks.
