Order: Affiliate missing default settings upon activation

          Description

          When installing 4.11.0-b1 fresh, everything works correctly. However, when upgrading from an earlier version, in this case 4.10.2 to 4.11.0-b1, and then visiting Clients > Affiliates, and clicking to activate the affiliate system, the default values for all of the general settings are missing. Maturity Days, Cookie Duration, Commission Type, Amount, Minimum Withdrawal, Maximum Withdrawal, Withdrawal Currency, and Signup Content are all empty or default to the first item in the case of select options.

          Uninstalling and re-installing the Order System, and then re-activating the Affiliate system, seems to resolve the issue.
