Pass $vars to Module::suspendService

          Description

          Services::suspend() calls Module::suspendService() but doesn't pass suspension_reason or other submitted vars. Update Module::suspendService() to accept a $vars parameter that defaults to an empty array and update Services::suspend() to submit that argument.
