Expanding package groups shows now member packages if though they exist

          Description

          Under Packages > Package Groups, clicking to expand a group shows, "This package group has no assigned packages." even though there are Packages assigned to the group.

            admin_package.php line 670 calls Packages::getAllPackagesByGroup() with incorrect parameters.
