cPanel: Investigate reseller users not being able to list packages

          Description

          Some users report that when using a cPanel reseller user, no Plans/Packages appear from cPanel/WHM when creating a Package in Blesta. Blesta sends the listpkgs command, but the result is an empty result, even if the reseller user has created plans.

          So, this is either an issue with the hosting provider not granting sufficient privileges to fetch the packages/plans for the reseller, or maybe there is a separate command for non-root users instead of listpkgs
