Support Manager: Error when replying to ticket if messenger system not active but staff enabled

      Description

      An error is encountered when updating a ticket would normally cause an SMS message to be sent to staff, if the messenger system is not enabled but staff have subscribed to these notices anyway.

      To reproduce:

      • Do NOT enable any messengers (like twilio) under Settings > Company > Messengers
      • Go to Support > Staff and check all the boxes for "Receive Ticket Messenger Notifications" for a staff user assigned to a department
      • Open or update a ticket as a client within the above department. An error is encountered when a messenger notification is attempted.
