Domain Manager: Update the side nav

          Description

          In CORE-4331 the Domain listing page is moved to Billing > Domains. The side nav will need to be updated.

          • The "Domains" heading can go.
          • Move "Whois" to its own section under the heading "Utilities", place Utilities below TLD's. TLD's, Utilities, Configuration
          • Default to TLD Pricing, so when you click on Packages > Domains, you see the TLD Pricing page right away
          • Rename Packages > Domains link to "Domain Options"
