Order: Configurable option group sort order not honored

          Description

          We fixed an issue with config options not honoring their sort order on order forms in CORE-4526, but it appears that the order of config option groups are not honored either. On the Package, under "Configurable Options", the option groups can be sorted under member groups and this order is maintained here.. but the order is not honored on order forms.
