Bump to 5.11 if necessary.
When importing TLDs and perhaps when creating them manually there's no default order. What happens is if you enable a TLD, or edit its pricing, or enable any of the config options like DNS Management, the TLDs jump around into a different order. If you drag and drop them into the desired order, then they stay that way, but having them jump around is distracting and makes it hard to find what you're looking for.
If possible, we should set some kind of sort order when adding new TLDs or importing TLDs. Perhaps the sort order is set to the largest valued TLD +1, so that anytime a new one is added, it goes to the end of the list by default. This should prevent the TLDs from jumping around on their own when performing other actions, and they can still be re-ordered as desired.
