Domain Manager: Update "Edit Pricing" link to open in a new tab

          Description

          When adding a domain as an admin via the Domains widget we show a link to edit pricing for the TLD being added in case the price doesn't look correct. However, clicking the link takes you away from the page and you have to search for the domain and go through all the steps again.

          It might be better if this could be done in a modal, and when you exit the modal the price could be updated on the page.

          Adding this to 5.11 because there may be a fair amount of work to get the price to reflect the correct price if we are able to stay on the same page when editing pricing.

            Modals are kind of a pain. Instead we can do an interface like the one for selecting a package module where it opens in a new tab and provides a refresh option on the existing page.
