2FA QR code does not load in client area.

          Description

          We use Google Charts to generate QR codes for setting up 2FA in both the client and admin areas. The QR code works for admins, but it does not work for clients. Google Charts returns a 502 error. Since it works for admins, it may be that there is a problem with the URL being constructed.
