Description
When opening a ticket as an admin and specifying 1 or more recipient email addresses, the ticket cannot be opened without specifying a client also.
If the staff department setting "Allow only clients to open or reply to tickets" is unchecked, staff should be able to open a ticket without specifying a client and it should work similarly to a non-client opening a ticket.
